The Nairobi Metropolitan Services (NMS) – responsible for solid waste management in the city county – has partnered with Kenya Electricity Generating Company (KenGen) to establish a waste to energy plant at the Dandora Dumpsite.

The city of Nairobi generates about 3,000 tonnes of solid waste per day and is transported to the main dumpsite at Dandora within Nairobi, approximately 10km from the Nairobi City centre.

In this implementation arrangement, NMS will avail the land within or around Dandora Dumpsite and solid waste, while KenGen will finance, develop, and operate the power plant.

KenGen now invites expressions of interest (EoI) from eligible consultancy firms to conduct a feasibility study for development and operation of a waste to energy plant at the Dandora Dumpsite, but in the event that this site is not suitable, the consultant shall recommend an alternative site.

Deadline for submission is 15 September 2020 at 10h00am.

Interested consultants must provide information indicating that they are qualified and experienced to perform the services. For this purpose, documented evidence of recent and similar services must be submitted.

Scope of work waste to energy plant

The scope of the consultancy for the project is comprised of but not be limited to the following:

a) Estimation of waste generation and preparation of a waste forecast model;

b) Site selection and site investigations (topographical survey, geotechnical investigations);

c) Review of waste to energy technologies;

d) Options development, evaluation, and selection;

e) Conceptual design;

f) Grid interconnection study for new waste to energy power plant;

g) Environmental and Social impact assessment;

h) Project cost estimate, financial analysis and determination of key financial parameters;

i) Summary of recommendations, Implementation plan and feasibility study report;

j) Preparation of bidding documents for a competitive procurement process.


It is anticipated that consultants responding to this EoI will be an individual firm or a consortium (with one firm designated as the lead firm).

The consultant team should have references for consultancies carried out for solid urban waste to Energy power plants.

Foreign consultant firms should incorporate local consultants in their consultant teams for capacity building and to meet the statutory local content requirement.

Interested firms may submit request for clarifications on this pre-qualification up to 10 days before the pre-qualification submission date.

The study is expected to be completed within six months. Any updates on this EOI will be posted on the KenGen website.
