President Xi Jinping attended the opening ceremony of the "Belt and Road Forum for International Cooperation" in Beijing on May 14. 2017 and delivered a keynote speech titled Work Together to Build the Silk Road Economic Belt and The 21st Century Maritime Silk Road.

Xi Jinping: We need to seize opportunities presented by the new round of change in energy mix and the revolution in energy technologies to develop global energy interconnection and achieve green and low-carbon development. We should improve trans-regional logistics network and promote connectivity of policies, rules and standards so as to provide institutional safeguards for enhancing connectivity.

2. Projects Cases

(1) Oil and Gas Pipelines

① China-Central Asia Natural Gas Pipeline

In December 2009, then Chinese President Hu Jintao paid a working visit to Kazakhstan aimed at enhancing the strategic partnership between China and Kazakhstan. The Chinese leader attended the inauguration ceremony for the China-Kazakhstan natural gas pipeline, which is part of the China-Central Asia pipeline.

The 1,833-kilometer gas pipeline started at the gas plant near this border town in Turkmenistan and ran through central Uzbekistan and southern Kazakhstan before entering China at the border pass of Horgos in the northwest region of Xinjiang.

The pipeline connects with pipelines inside China that carry natural gas produced in Turkmenistan to major Chinese cities like Shanghai, Guangzhou and Hong Kong.

② The China-Russia Crude Oil Pipeline

The pipeline starts in the Russian town of Skovorodino in the far-eastern Amur region and enters China at Mohe County before continuing to Daqing, a petrochemicals hub in northeastern China.

The pipeline is part of a bilateral loan-for-oil deal reached in February 2009 between the two countries. Under the deal, China makes a $25-billion-long-term loan to Russia while Russia supplies China with 300 million tons of oil through pipelines from 2011 until 2030.

Construction of the 999-kilometer pipeline began in 2009. Some 927 kilometers of the pipeline is in China while 72 kilometers of it is in Russia.

③ China-Myanmar Crude Oil Pipeline

The crude oil pipeline starts in Made Island, extends as long as 771 kilometers, and ends in China's Yunnan Province. The pipeline passes through Myanmar's Rakhine state, Magway and Mandalay regions and Shan state.

Built since June 2010, the oil pipeline has a designed transmission capacity of 22 million tons per year.

④ China- Kazakhstan Oil Pipeline

China and Kazakhstan started energy cooperation in 1997, marked by an intergovernmental agreement covering diverse means of collaboration in oil and gas fields, including an oil pipeline between western Kazakhstan and China's Xinjiang. The 3,000-kilometer-long Kazakhstan–China pipeline, a joint venture between CNPC and KazMunai Gas, is China's first international oil pipeline. From end to end it runs from Atyrau in western Kazakhstan to Alashankou in China's northwest. The transnational pipeline, extending 962.2 km from Atasu in Kazakhstan to the Alataw Pass of Xinjiang, was completed in November 2005 at the cost of US$700 million.
