The wind cluster will be located in waters off Sinan, approximately 300 kilometers southwest of Seoul, with completion targeted for 2033. Comprising ten offshore wind farms, the complex is expected to generate a total capacity of 3.2 GW, surpassing the output of two nuclear power plants. This significant capacity will support South Korea’s growing demand for clean energy and contribute to its sustainability goals.
To ensure community engagement, the project includes public-private councils with representatives from affected areas, a power system council, and resident briefings. These measures aim to foster local support and facilitate the development of necessary transmission infrastructure, ensuring the project aligns with regional needs.
South Korea has been advancing its offshore wind ambitions since 2018, when the government set a 12 GW target for 2030 under the Renewable Energy 3020 Implementation Plan. This goal was reaffirmed in 2020 by then-president Moon Jae-in and later expanded to 14.3 GW by 2030. In late 2024, MOTIE allocated 1,886 MW of capacity across four fixed-bottom offshore wind projects and one floating wind farm, marking progress toward these targets.
A MOTIE official stated: “The Sinan offshore wind cluster represents a major step in expanding our renewable energy capacity, supporting sustainable development and energy security in South Korea.” The project underscores the ministry’s commitment to scaling up clean energy production while engaging local communities to ensure long-term success.
The Sinan cluster will enhance South Korea’s renewable energy landscape, providing electricity for industrial, commercial, and residential use. By leveraging offshore wind, the project reduces reliance on fossil fuels, supporting environmental objectives and fostering economic growth through job creation and infrastructure development. The initiative also strengthens South Jeolla Province’s role as a hub for renewable energy innovation.
