
Copenhagen Offshore Partners (COP), the exclusive offshore wind development partner to CIP, jointly led the development of Jeonnam 1 on behalf of the owners. Located approximately nine kilometers off the coast of Jaeundo in Shinan County, Jeonnam Province, the project is recognized as the largest offshore wind farm in South Korea developed by the private sector.
In 2022, Jeonnam 1 secured a 20-year fixed-price power purchase agreement with Korea Hydro & Nuclear Power through the country's first offshore wind offtake auction. The wind farm comprises 10 Siemens Gamesa SG 10.0-193 DD turbines, which were fully installed by December 2024. Commissioning was completed earlier in 2025, and the facility has now commenced full-scale electricity production.
Jeonnam 1 is expected to generate approximately 301 million kilowatt-hours of electricity annually, sufficient to meet the power needs of around 90,000 households in South Korea each year.
COP commented on the milestone: “Significantly, this project marks the first large-scale offshore wind project in Korea led by the private sector, and it adopted a non-recourse project financing model, where funding was raised based on the project’s creditworthiness without additional guarantees. It is also recognized as a successful example of effective public-private cooperation, having navigated and resolved numerous regulatory hurdles from construction to commercial operation.”
The project represents a key advancement in South Korea’s renewable energy development and energy diversification efforts. According to COP, Jeonnam 1 serves as a foundation for the continued development of the region’s offshore wind resources.
Building on this success, the joint venture is currently advancing two additional offshore wind projects in the region, Jeonnam 2 and Jeonnam 3, which together are expected to add a total capacity of 800 MW.
