The decision followed an extensive review process involving community and stakeholder engagement. Over 50 written objections were received, in addition to a public meeting and input from the Department of Planning, Housing and Infrastructure and the Warrumbungle Shire Council. After evaluating environmental, social, and economic impacts, the commission concluded the location was appropriate and aligned with NSW’s strategic planning and energy policies.
In its final statement, the commission noted: “The Commission has determined that conditional development consent should be granted.” It emphasized that the project’s public benefits outweigh its residual impacts and contributes to the state’s energy transition objectives.
ACEN Australia welcomed the commission’s decision and expressed appreciation to the local community, council, and stakeholders. The company stated: “As we progress towards the construction stage, we remain committed to ongoing consultation and engagement.”
The Valley of the Winds project is expected to attract investment of approximately A$1.68 billion. During the construction phase, it will generate up to 400 jobs, with 50 permanent operational roles once the facility is completed. These outcomes are anticipated to contribute to regional economic growth and job creation.
The approval includes conditions designed to ensure the project is implemented responsibly. Key requirements relate to biodiversity protection, decommissioning procedures, noise control, water sourcing, heritage preservation, and ongoing compliance reporting. Provisions also mandate continued consultation with the community throughout the project lifecycle.
In response to feedback received during the planning process, the commission made several modifications to the Department of Planning’s draft conditions. These changes aim to better address concerns raised by residents and local authorities during the assessment.
The wind farm will be developed across sites near Coolah, Leadville, and Uarbry in Warrumbungle Shire. This area was selected based on its renewable energy potential and suitability for infrastructure development, as outlined in regional energy strategies.
Valley of the Winds is part of ACEN Australia’s broader renewable energy portfolio and contributes to NSW’s efforts to increase clean energy generation capacity, reduce emissions, and ensure long-term energy security. With this development approval in place, ACEN will move forward with preparations for construction and maintain its engagement with local stakeholders to ensure a collaborative approach during project implementation.
