
According to the MoU, the two companies will assess investment opportunities in global nuclear projects and technologies. This includes possible investment in U.S.-based nuclear service and equipment companies, and the joint evaluation of development and financing for a nuclear power plant in Romania.

Together, we will explore projects that deliver real impact for countries seeking energy security, decarbonisation, and long-term economic growth.”
Samsung C&T CEO Oh Se-cheol said: “To ensure the stable supply of clean energy, nuclear power plays an essential role as a reliable baseload source. By combining the advanced technologies and global networks that both companies have built in the large-scale nuclear and SMR sectors, I look forward to creating synergies through close collaboration.”
The agreement brings together ENEC’s international nuclear energy expertise and Samsung C&T’s capabilities in engineering and infrastructure. The collaboration is expected to support the global deployment of clean and dispatchable electricity, contributing to efforts for energy transition and sustainability.
This MoU follows a recent agreement between ENEC and Hyundai Engineering & Construction, which outlines a comprehensive framework for strategic cooperation. That deal includes provisions for knowledge sharing, joint project evaluation, and the creation of a working group to explore mutual interests in nuclear development.
Additionally, ENEC signed an MoU last week with U.S.-based Westinghouse to explore advanced nuclear energy solutions, including potential projects in the United States.
ENEC, the developer and operator of the four-unit Barakah Nuclear Energy Plant in the UAE, continues to expand its international partnerships to leverage its operational expertise. The company aims to contribute to global clean energy development through strategic investment and collaboration.
Samsung C&T is already involved in Romania’s nuclear sector. It secured a contract in April to upgrade Unit 1 of the Cernavoda nuclear power plant and is working on the front-end engineering design (FEED) for a SMR project in the country. In March, it also signed a strategic cooperation agreement with Korea Hydro & Nuclear Power to jointly develop nuclear projects abroad.
