The project involves developing two offshore drilling platforms and the infrastructure to transmit harvested natural gas to the Mellitah Complex, located approximately 100 kilometers west of Tripoli. It will also include the construction of a new carbon capture and storage facility. Hill International will provide comprehensive project management services such as planning, design coordination, procurement support, cost management, risk mitigation, and quality control.

With Hill’s project management expertise backed by the collective resources of GISI Consulting Group’s global platform, Mellitah is poised to deliver.”
The initiative is crucial for Libya’s energy security and is expected to boost the country’s gas exports to Europe, enhancing regional energy stability, supply reliability, and competition while lowering prices for customers. The project is slated to begin production in 2026.

The collaboration with Hill follows Mellitah’s 2023 announcement of an engineering, procurement, construction, and commissioning (EPCC) contract for offshore expansion, with work expected to start in late 2025. The expansion involves installing a new wellhead platform, modifying the Sabratha platform, and updating subsea systems and topside installations.
Mellitah Oil and Gas is also pursuing other major projects in Libya, such as Saipem’s $1 billion EPCIC contract for the Bouri Gas Utilization Project, highlighting the company’s continued growth and investment in Libya’s energy sector.
