
Tampere in Finland will benefit from Highway 9
The projects are overseen by the Finnish Transport Infrastructure Agency (Väylävirasto) and managed locally by ELY Centres. Over 800 construction sites across 190 municipalities and 40 projects have benefited from paving work, which has been carried out by seven contractors.
Despite the extensive paving program, the Finnish Transport Infrastructure Agency notes that approximately 4,000 km of roads need to be repaved annually to maintain the overall quality of the national road network. The current plan therefore addresses a significant portion but not the full requirement for road maintenance.
In parallel, Finland’s Ministry of Transport and Communications plans to fund an upgrade of Highway 9, which serves as a major transport route for Tampere, the country’s second-largest city. The upgrade has been designated as a project of critical importance to improve traffic flow, enhance safety, and support economic activity in the region.
The 2025 paving and maintenance program reflects Finland’s commitment to improving transport infrastructure, supporting sustainable mobility, and enhancing the safety and accessibility of roads, cycle lanes, and pedestrian paths. By coordinating multiple contractors across hundreds of sites, the country aims to ensure efficiency and quality in delivering these essential infrastructure projects.
The combined efforts of the Finnish Transport Infrastructure Agency, ELY Centres, and contractors highlight a collaborative approach to maintaining and upgrading Finland’s road network, ensuring both urban and rural areas benefit from improved transport infrastructure. The Highway 9 upgrade, in particular, underscores the focus on connecting key urban centers while supporting regional development and mobility.
