Under the MoU, the two companies will collaborate on technical and commercial feasibility studies for the project. The scope includes evaluating the suitability of Ming Yang’s offshore wind turbine technologies for local marine and weather conditions, conducting energy yield and cost analyses, and exploring solutions tailored to regional infrastructure and supply-chain capabilities. The results of these studies will help determine the project’s potential for large-scale, sustainable power generation in Northern Luzon.
Buhawind Energy Northern Luzon serves as the Department of Energy’s service contractor for the offshore wind project. It is a subsidiary of PetroGreen Energy Corp, part of the Yuchengco Group of Companies, with Japan’s Kyuden International Corp holding a minority stake. The collaboration aims to combine Buhawind’s local project management experience with Ming Yang’s advanced offshore wind expertise to ensure comprehensive project development from planning to execution.
As part of the partnership, Ming Yang and Buhawind will work together on the design of floating wind solutions suitable for the region’s deep-water conditions. They will also jointly develop engineering approaches and establish full life-cycle operations and maintenance services to enhance the long-term reliability and performance of the offshore wind installation.
The agreement underscores Ming Yang’s growing participation in the Asia-Pacific offshore wind market and its commitment to supporting renewable energy transitions through technological innovation and localized cooperation. For Buhawind, the partnership represents a key step toward achieving its goal of contributing to Northern Luzon’s renewable energy capacity and supporting the Philippines’ energy diversification and sustainability efforts.
Through this cooperation, both parties aim to leverage their respective strengths—Ming Yang’s wind power technology and Buhawind’s regional expertise—to create a scalable model for offshore wind development in the Philippines. The feasibility study will provide essential insights into adapting advanced offshore wind solutions to local environmental and industrial contexts, promoting the long-term growth of the country’s clean energy sector.
The collaboration between Ming Yang Smart Energy and Buhawind Energy Northern Luzon highlights the increasing momentum of offshore wind development across Southeast Asia, as regional partners explore innovative technologies and joint development models to expand renewable power generation capacity and enhance energy security.
