The announcement, made during presentation of an amendment to the Value Added Tax Act, confirmed a short delay from the original target of full operation by the end of 2025. The Minister described the facility as a key milestone in Dominica's efforts to lower electricity costs and enhance national energy security.
Dr McIntyre also revealed that the government is funding the first phase of a high-voltage transmission network to deliver geothermal power from the Roseau Valley plant to the Fond Cole distribution hub, enabling island-wide supply. The work will be financed through a $1.88 million portion of an existing World Bank loan and is expected to be completed in time for commercial operations in March 2026.
Construction of the geothermal plant began in June 2024. By April 2025, major equipment including air-cooled condensers and heat exchangers had been installed and all primary components delivered to site. In August 2025, Energy Minister Dr Vince Henderson reported that overall construction progress had reached approximately 90%.
Once operational, the 10 MW facility will provide clean, reliable baseload power, significantly advancing Dominica's renewable energy objectives and reducing dependence on imported fossil fuels.
