Hydrogen as a clean and green energy resource has attracted extensive attention to hydrogen research and application worldwide. Recently, dozens of countries have issued some new policies to support hydrogen development, and even some states put the development of hydrogen energy at a strategic level. The reason why hydrogen energy is so prevalent is that it has some advantages that other energy resources do not have, such as high flexibility, efficiency and safety, and the diversity of application scenarios.

Japan is now in the third wave of hydrogen. The first wave occurred in the early 1990s, the second wave occurred in the early 2000s, and the third wave occurred around 2015. Japan is one of the most resource-rich countries in the world. At the same time, it also hopes to achieve a low-carbon energy structure. Therefore, in the 1990s, Japan made a wise choice to develop a hydrogen energy society.

In 2017, the government formulated the "Basic Hydrogen Strategy." The Strategy sets out an action plan for the period up to 2030. In response to the "5th Strategic Energy Plan" that was formulated in 2018, the Roadmap was revised for the third time. Japan's current hydrogen program is based mainly on the Strategy and the latest Roadmap. In terms of mobility, Japan plans to have 800,000 fuel cell vehicles, 1,200 fuel cell buses, 10,000 fuel cell forklifts, and 900 hydrogen refueling stations by 2030.

There are currently 135 commercial hydrogen refueling stations in operation in Japan, covering most prefectures and counties except the Tohoku region. These hydrogen refueling stations are mainly located in the four metropolitan areas of Tokyo, Chubu, Kansai, and Kitakyushu.

However, although Japan had the largest number of HRS in operation, the number of FCV was only 4,838 by the end of 2020. Japanese target for FCV in 2020 is 40,000, but the actual cumulative sales of FCV is less than 5,000, which is far below the target. Furthermore, South Korea and the United States also failed to achieve their target sales. Only China has achieved its 2020 sales target of 5,000 vehicles. This is mainly because China's hydrogen fuel cell vehicles are all commercial vehicles, while other countries are mostly passenger vehicles.
