
First begun in 1976, Tajikistan’s Rogun Dam is expected to double the generating capacity of the electricity-hungry country
The president emphasized the urgency of completing the Soviet-era project, which Webuild has been developing for 11 years. Over 18,000 workers are currently engaged at the site. Rahmon instructed Webuild to ensure the reservoir’s water level reaches an interim height of 1,100 meters by the end of September, with a final target of 1,300 meters, as noted by an engineer in January. Webuild reported a 100-meter rise in the water level over the past year.
The Rogun dam aims to address Tajikistan’s electricity shortages, which affect 70% of its 10.8 million residents during winter due to reduced river flows. With 93% of the country’s power derived from hydroelectric sources, the dam is expected to double electricity production, generating 3.6 gigawatts through six turbines, equivalent to the output of three nuclear reactors. Prime Minister Kokhir Rasulzoda stated: “Tajikistan will achieve energy independence by August 2027,” indicating the anticipated completion timeline.
Two turbines, units 5 and 6, are already operational, contributing to the national grid. The project has also supported the relocation of 15,400 residents from the flood zone, providing them with new housing and land. The government has invested $461 million in the dam this year, with a total expenditure of $5.16 billion since 2008.
Initiated in 1976 during the Soviet era, construction halted in 1991 following the USSR’s dissolution. Work resumed in 2008 but was paused in 2012. The current phase began in 2016 when Webuild, formerly Salini Impregilo, was appointed as the main contractor, with an estimated project cost of $3.9 billion.
The Rogun dam is a cornerstone of Tajikistan’s strategy to meet growing energy demands, driven by consistent economic growth of 8% or more since late 2022. By enhancing energy reliability, the project supports sustainable development and economic stability. The collaboration with Webuild underscores a commitment to leveraging advanced engineering to achieve these goals.
