
The groundbreaking on Justice energy storage occurred on 4.17.2025 with attendees from Strata, Mortenson, APS, and Tesla.
The project will store excess renewable energy produced during daylight hours and supply it during evening peak demand, addressing high energy needs, especially during Arizona’s hot summers. This initiative supports the region’s transition to sustainable energy sources while maintaining reliable power delivery.
Strata Clean Energy’s chief commercial officer, Tiago Sabino Dias, stated: “This project underscores our long-term commitment to enabling a resilient, decarbonised energy future. Justice will help Arizona move closer to its clean energy goals while supporting the economic vitality of the region.”
Selected through Arizona Public Service’s (APS) June 2023 All-Source Request for Proposals, the Justice project operates under a 20-year agreement with APS. APS vice president of resource management, Brian Cole, noted: “At APS, we plan years in advance and maintain a balanced and diverse energy portfolio to serve our customers. With the addition of the Justice Energy Storage project, we’ll continue to deliver reliable and affordable energy as we power Arizona’s future growth.”
Strata will oversee the development, ownership, and operation of the Justice facility, adding to its growing portfolio of renewable energy and storage projects. Alongside Justice, Strata started building the 255MW/1.02GWh Scatter Wash battery storage complex in Phoenix in January 2024. Scatter Wash will store solar energy and meet rising power demands, further strengthening APS’s service reliability for customers.
