The Belleville Terminal Redevelopment Project – Phase II aims to create a modern international gateway for travelers and goods moving between British Columbia and the United States. Designed in alignment with the Canada-U.S. Land, Rail, Marine, and Air Transport Preclearance Agreement, the terminal will streamline customs and immigration processes in Victoria, improving efficiency for cross-border travel.

Pomerleau will work closely with the Province of British Columbia, Indigenous communities, and other stakeholders to refine the terminal’s design and ensure the successful delivery of this essential infrastructure. The project is expected to enhance connectivity and support economic activity in the region by providing a modernized port of entry.
Established nearly 60 years ago, Pomerleau is a prominent Canadian construction firm with annual revenues of approximately $6 billion and a workforce of over 5,000 across more than 200 sites nationwide. The company specializes in building construction, civil engineering, and major infrastructure projects, bringing extensive experience to the Belleville Terminal redevelopment.
In a related development, in July 2024, the Government of British Columbia named Cross Fraser Partnership as the preferred proponent for a tunnel project. This partnership includes Pomerleau BC, alongside Bouygues Construction Canada, Fomento de Construcciones y Contratas Canada, and Arcadis Canada, highlighting Pomerleau’s ongoing role in advancing infrastructure across the province.
