The installations can supply power to approximately 300,000 homes for up to four hours during peak demand periods. Located at substations in North Portland, Troutdale, and Hillsboro, the lithium-ion storage systems help balance electricity production and consumption, reducing strain on the grid.
By integrating these storage solutions, PGE decreases reliance on expensive short-term electricity purchases, stabilizing costs and minimizing price volatility for consumers. The systems also support the integration of renewable energy sources, such as wind and solar, into the grid.
Two of the facilities were developed by Eolian through PGE’s 2021 All-Source Request for Proposals process. The 200MW Seaside facility in North Portland, constructed under a fixed-cost build-to-transfer agreement with Eolian, began commercial operations in July 2025. The 200MW Sundial facility in Troutdale, also developed by Eolian, operates under a 20-year storage capacity agreement with NextEra Energy Resources and started operations in December 2024.
The third facility, the 75MW Constable installation in Hillsboro, is owned by PGE and was built under an engineering, procurement, and construction agreement with Mortenson. It commenced operations in December 2024.
In addition to these projects, PGE completed the Coffee Creek battery storage system near Wilsonville in 2024, increasing its total large-scale battery storage capacity to 492MW. Furthermore, PGE secured a power purchase agreement with Avangrid for electricity from the 120MW (AC) Tower solar project in Portland, Oregon, enhancing its renewable energy portfolio.
These efforts reflect PGE’s commitment to strengthening Oregon’s energy infrastructure, supporting sustainable energy integration, and ensuring reliable and cost-effective electricity for customers.
