The project, awarded as part of the larger Changi East development, includes the construction of intra-terminal tunnels that will facilitate the movement of passengers and baggage between different parts of Terminal 5. In addition to these primary tunnels, the contract covers the building of sub-tunnels dedicated to an automated people mover system, baggage handling, and utility services. The scope of work also includes the construction of a ventilation building and preparatory works for a future underground infrastructure tunnel.
Ong Chee Chiau, Managing Director for Changi East at Changi Airport Group, commented on the significance of the development: “The award of the T5’s intra-terminal tunnel works marks another important development in the construction of T5 and the wider Changi East project. These tunnels will enable the smooth and efficient movement of passengers, baggage and services.”
Construction on Terminal 5 officially commenced last month after previous delays caused by the COVID-19 pandemic. The tunnelling phase of the project is expected to be completed by 2029.
Terminal 5 is one of the most significant infrastructure developments in Singapore's aviation sector, aimed at expanding the capacity of Changi Airport to meet future passenger growth and operational needs. The tunnel system forms a critical component of the terminal's integrated design, ensuring efficient logistics and connectivity within the terminal complex.
The collaboration between Penta-Ocean and Koh Brothers brings together expertise in large-scale civil engineering and infrastructure construction, with both firms having a track record of participation in regional transportation and airport projects. Their combined capabilities are expected to contribute to the successful and timely delivery of the complex underground works.
The Changi East project, which includes Terminal 5, is a long-term plan to strengthen Changi Airport’s position as a leading air hub in the region. Once completed, Terminal 5 will be equipped with advanced transport systems and facilities designed to enhance passenger experience and operational efficiency.
This contract award represents a key milestone in the phased development of Terminal 5, with the tunnel infrastructure playing a foundational role in ensuring seamless connections across the terminal. The project supports Singapore’s broader strategy to maintain world-class airport standards and accommodate future aviation demand.
